I thi k this shows that it is indeed a figure, and "he" hyas lettering on his shirt or sweatshirt.
The photographer has to be mistakenm, or it is as others have said, a more "ghost-like" affair.
I think Tony Bragalia has the basic facts right, that this figure is of someone jogging through the picture at the moment the photo was taken.
I suspect it is a man, running away from the position of the girl, and that your further blow-ups and photo enhancements prove the prosaic and mundane explanation for the figure pretty well.
The figure, the jacket lettering, etc., go to show this. It seems the figure may also have been wearing a motorcycle helmet, though, and that the black area does not to me seem to be part of a haircut showing underneath a scarf worn by a woman, as Tony had initially posited. This looks more like a rather well-built, muscular guy, it seems to me, possibly wearing some kind of helmet or odd hat, maybe.
Congratulations to you both for this more rational and likely explanation for the figure in the Templeton photo. It's kind of amazing, isn't it, how much controversy this photo has stirred up over the years, isn't it?
Regardless of what the Templeton's said, about seeing nobody in the area {the person shown may have trotted over the hill and out of sight, and Templeton's wife may not have been looking in the direction of her daughter when the photo was taken), and the odd "red herring" of the allegedly similar figure(s) supposedly seen at Woomera during the Blue Streak rocket program testing, which is not substantiated to any kind of adequate degree, I think you and Tony have hit the nail on the head--that this is simply an ordinary (although unusual) photo of some guy jogging uphill and away through the picture. NBFD! 8^}

I wouldn't say that I believe its a jogger.
I don't know who it is, or how this other "person" fits into the big picture.
If someone could relate the letters on the "shirt" to something in particular, we might get to the bottom of it.

There is no lettering on his shirt.
The image you are analysing is a scan from a print. Probably from a magazine. You can tell from the moiré pattern interference which you get when scanning the halftone print dots. This has also been exaggerated to some degree by the jpeg compression system use afterwards to save the image. Effectively this particular image has rather a lot of noise and it is this noise that you are exploring.
You will see what I mean if you find another, cleaner image and start the process again. I found the best way was to take a screenshot from one of the better quality video footages.
Dont get me wrong, I love this mystery too, I just wanted to clear up the lettering misunderstanding. :)
